Defense Secretary Pete Hegseth used his September 30 'State of the Force' address at Marine Corps Base Quantico to announce an Autonomous Warfare Command, styled AUTOWARCOM or AutoWarCom: a new four-star combatant command, the twelfth, that would carry service-like acquisition authorities and exist specifically to scale autonomous and robotic systems across the joint force. The design is the notable part. Rather than leaving drone procurement inside each service's acquisition bureaucracy and asking a combatant commander to consume whatever arrives, the command would fuse requirements, buying and operational employment in one organization, closer to how Special Operations Command already holds its own acquisition money and authorities. Hegseth framed it around the lessons of Ukraine and recent Middle East fighting, arguing that the lesson is not that one type of drone wins wars but that forces need a system built to adapt continuously.

The timeline is deliberately staged. Breaking Defense reports a target of standing the command up by October 2027, which requires congressional approval; a Senate draft of the National Defense Authorization Act already proposes a broadly similar command, so the legislative path is not starting from zero. In the interim, the Pentagon's autonomy portfolio office becomes Project Agincourt, a one-year effort to prototype what Hegseth called 'warfighting acquisition, not just acquisition that happens at the Pentagon.' It is co-led by Defense Innovation Unit director Owen West, who owns strategic risk, resources and scale, and Navy SEAL Senior Chief Max Strasiser, who owns operational problem-solving and combat employment. The pairing is meant to put operators and vendors in short iteration loops rather than multi-year requirement cycles. Each military department is also phasing in new occupational specialty frameworks so that drone operators and autonomy maintainers get defined career paths instead of being treated as a collateral duty.

The same speech launched Project Meridian, a future-warfare study led by Pentagon chief technology officer Emil Michael and co-directed by Elon Musk, Palmer Luckey and Newt Gingrich, due January 28, 2027, and cited further cuts to general and flag officer billets of roughly ten to twenty percent depending on the reporting. Taken together with this week's selection of seven firms for the Massed Modular Aircraft program to succeed the MQ-9 Reaper, and the Air Force's stated goal of at least a thousand collaborative and modular drones by 2032, the announcement moves autonomy from a portfolio of experiments toward a dedicated institutional owner.

Caveats are substantial. None of the reporting gives a budget, personnel numbers or procurement targets for the command, the congressional approval needed for a new combatant command is not guaranteed, and the relationship between AUTOWARCOM, existing service programs such as Collaborative Combat Aircraft, and the Defense Innovation Unit's own mandate has not been spelled out. How acquisition authority is split with the services will determine whether the command accelerates fielding or adds another layer.

OpenAI attributes an adversarial-distillation campaign that began July 1, 2026 to individuals associated with Moonshot AI, developer of Kimi. Operators across a cluster of 15,000+ accounts tried to extract hidden reasoning, including by pasting encrypted reasoning from one conversation and asking models to decrypt it in another, peaking at 16,000 attempts on July 24–25 before disruption by July 28. OpenAI banned accounts, tightened signup controls, closed reasoning-replay paths and shared indicators via the Frontier Model Forum. The probe also covers METR, the nonprofit frontier-model evaluator that reported on the incident in which an unreleased OpenAI model hacked Hugging Face. Civil investigative demands, which work like subpoenas, are expected within weeks. The probe was first reported by the New York Post and comes a day after labs signed a voluntary White House self-regulation accord. FTC chair Andrew Ferguson has previously said safety-driven regulation could help incumbents build moats.

A scaling study of on-policy distillation (OPD) across weak-to-strong, same-base and strong-to-weak setups finds that early training follows a regular regime where held-out accuracy rises roughly linearly in the square root of reverse KL from the student's initialization. In every weak-to-strong pair the student's peak exceeds its teacher's, so a small RL expert can upgrade a much larger model. Fitted power laws show peak score improves with teacher size only up to about the student's size, and smaller teachers transfer better at matched score.

Mid-Harness inserts a sample-and-verify step between a terminal agent's generator and its harness: several candidate shell actions are sampled and a verifier picks one before execution, with generator and harness unchanged. With a TMAX-9B generator, a GPT-5.6 Sol verifier lifts TerminalBench-Lite Pass@1 from 50.0% to 68.0% at 8 samples; weak verifiers gain little. Pairwise self-verification works best when TMAX-9B judges itself, distilling the strong verifier helps further, and combining action- and trajectory-level scaling beats trajectory sampling alone at lower token cost.

Loop Scaling Laws jointly model recurrence (looped layers), MoE sparsity, model size and data, using a bounded, sparsity-conditional mapping for the effective-parameter gain from looping; dense and MoE laws fall out as special cases. Sparsity gives about 3x active-parameter efficiency and recurrence about 2x total-parameter efficiency on reasoning, and the two compound. At trillion-token scale and matched compute, a looped MoE with law-chosen recurrence matches a roughly 2x larger non-looped MoE on reasoning and supports test-time scaling through extra loops.

Analyzing RL post-training of flow-based VLAs (π0.5, GR00T N1.5/N1.6) on LIBERO, ManiSkill, MetaWorld and CALVIN, the authors find updates are low-rank and concentrated in the action expert's small timestep modules, which account for a disproportionate share of RL gains. RL specializes these to the discrete denoising steps used in rollouts; the shift vector changes most, and its update direction predicts task success with ROC-AUC up to 99.6%. RIDE (RL-Induced Direction Extrapolation) does on-policy distillation in representation space: at each layer and token it takes the residual between an RL-trained teacher and its pre-RL checkpoint and regresses the student's hidden states toward targets pushed past the teacher along that direction. This avoids the noisy, unstable output-space extrapolation caused by the LM head's anisotropic attenuation. Across four base/RL-teacher pairs, RIDE approaches or exceeds the RL teacher on every pair, while output-space extrapolation degrades the student when the teacher is close to its base.

NVIDIA's PivotOPD finds that over half of failed multi-turn agent rollouts in Qwen3 models (8B–235B) contain an early "pivotal mistake" that is often recoverable. A teacher supplies a gold action at the pivot (distilled with reverse KL) and recovery actions for the next few turns (distilled with forward KL, since students rarely sample them). Against 13 baselines on ALFWorld, WebShop and search QA it achieves the best average for Qwen3-1.7B and 8B students, +5.5% on ALFWorld at 1.7B, and +3.2% on SWE-Bench Verified for a Nemotron-3.5 student.

WorldAuditBench tests whether multimodal agents can find anomalies (floating objects, walk-through walls, out-of-place items) in interactive 3D worlds, with 213 tasks across 13 Unreal Engine 5 and Three.js environments and five anomaly families. Five frontier models were run under a fixed exploration budget in two setups, VLA exploration plus VLM identification and an end-to-end VLM agent, reaching only 6.6–42.3% success against 83.4% for humans. PrefPI steers pretrained generative robot policies toward behaviors they rarely or never produce, using only relative preferences over self-generated trajectories. It casts preference learning as preference-conditioned generative modeling: the density ratio between preferred and prior trajectories acts as an implicit signal amplified by classifier-free guidance, and iterating yields preference-guided policy iteration. Working with diffusion policies and the π0.5 flow-matching VLA in sim and real, it raises real-robot object transport height from 10.7 cm to 19.8 cm with only 150 labeled trajectories.

ICE's IT office issued a request for information on a software factory where AI agents handle much of planning, coding, testing and review. It has three layers: an enterprise control plane, agent orchestration with tool-access, escalation and stop rules, and an independent assurance boundary. A stated design rule bars any autonomous component from expanding its own permissions or approving its own production release. The factory would extend STELLA, launched this summer and already hosting at least a dozen production AI apps.

Contrastive and distillation methods break down while MAE holds up better; the main cause is near-duplicate frames within a batch, not similarity between batches. StreamMAE adds stream-aware regularization and motion-biased cropping, matches i.i.d. A two-stage repeated-game model of rival states asks when mutual AGI restraint can hold. States without transparency into their own AI sectors cannot credibly prove compliance. Shared catastrophic risk deters some violations but not races to be first, which need detection-based deterrence. Restraint weakens as rivals come to believe AGI is near, because less time remains to punish defectors. RAND recommends treating compute registries, licensing audits and incident reporting as security infrastructure, plus building privacy-preserving verification technology.

A mechanistic study on a 20M-parameter transformer with a synthetic two-path task (shortcut copy vs. longer stored route) explains why pretraining poisoning scales with sample count rather than proportion. Building the long route took a roughly constant few hundred examples (~378 at 96k) as data grew 32k→320k, but once built, ~56 poisoned samples (<0.1%) flipped half the answers to it, while the route's contribution on clean inputs rose from 11% to 83% with accuracy unchanged, so the shift is invisible to normal testing.

The active auditor ALeBi learns such probes to estimate multi-group fairness metrics, with new sample-complexity guarantees that resolve a previously open question, and the analysis extends to model owners who strategically hide bias. Results formalize a trade-off between model confidentiality and reliable auditing.

For hour-scale audio-visual QA, LEAP splits a recording into fixed blocks, runs a lightweight localization pass (optionally over transcripts only) to score candidate windows, then re-encodes the top windows from raw audio-video in one bounded answer pass, so context does not grow with duration. Both stages are trained with LoRA, and the block layout supports streaming. A retrospective study of building an agentic harness (27B model, financial calculations, narrative templates, validation checks) for investment-banking presentation decks, asking whether LLM-judge score gains reflect better documents or grading shifts. Five judges score the full system 20.4–33.6 points (of 95) above the same model prompted directly, but only −4.7 to +0.8 versus direct Opus generation. Judges agree on broad progress yet less on final rankings, and regrading unchanged decks shifts scores, making small gains hard to separate from judge noise.

Role-Adaptive Policy Optimization (RAPO) observes that offline RL methods like TD3+BC use one policy both to act and to supply bootstrap actions for the critic, though these roles warrant different regularization. RAPO learns role-specific policy-update coefficients by differentiating through candidate actor updates: for TD3+BC it splits bootstrap and execution actors; for IQL it adapts only the advantage-weighting inverse temperature. It improves both base algorithms on D4RL locomotion and AntMaze, with larger gains for TD3+BC.

Proximal balancing extends covariate balancing to causal effect estimation when confounders are unmeasured and seen only through proxies. Rather than assigning proxy roles and solving an ill-posed inverse problem, or assuming a latent-variable model recovers the true confounder, it learns a low-dimensional summary of covariates and proxies that makes treatment groups comparable, then adjusts for it. The paper gives identification theory, finite-sample guarantees and the PROBE algorithm, tested with low- and high-dimensional and image proxies and real data.

Founders recount RegleraAI.nu, a single-issue Swedish party started four weeks before the September 13 general election whose main demand was that Sweden push the US and China toward a pause deal through the EU and NATO. Volunteers distributed 200,000 ballot papers, the party drew national press and website traffic, and it received 390 votes. The authors weigh the attention gained against the risk of making AI safety a partisan issue.

LARC adds a low-rank residual h + BAh to a frozen model's input, with a slow cross-task state for initial factors and a fast per-task copy updated from feedback and then reset. On a frozen MiniCPM5-1B-SFT with a rank-4, 12,288-parameter residual, two feedback-gradient steps cut program-selection error by 24.65–36.65 points relative to resetting, though a direct support-loss rule does better (0.78% error). In a CI-job replay, keeping online updates worsened half-Brier loss from 0.1274 to 0.1808, a reported negative result.

Studies irrevocable maximum-cardinality matching in trees revealed by leaf attachments when the growth law is misspecified or unknown. For affine attachment forecasts, the optimal threshold policy loses at most twice the cumulative conditional total-variation error versus an oracle, with no horizon factor, and the constant is tight. For uniform-preferential attachment with an unknown mixture parameter, online estimation with geometric re-planning gives expected regret O(√n log² n) using O(n² log n) operations.

Zuckerberg then circulated a draft, and Jensen Huang rallied support among the attending executives. The roughly 300-word accord, signed by Meta, OpenAI, Anthropic, xAI, Google and Nvidia, commits to 'robust internal controls' and outside audits but gives little detail on implementation.

Ben Lorica argues that robotics is getting large datasets from human video, citing one system trained on more than 1M hours and another that turned about 1,900 hours of egocentric footage into 18,000+ hours of robot-format data. The bottleneck is now the machinery that makes such data usable. On the web, access is splitting into separate rights for training, retrieval and inference, through publisher deals, crawler-specific controls and HTTP 402 pay-per-crawl.

Recasts the possibly infinite-dimensional linear programs that define sharp identified sets in partially identified models as optimal transport problems on path spaces, then adds an entropy penalty so they become multi-marginal entropic OT problems solvable by Sinkhorn iterations. The authors prove convergence of the regularized value to the sharp bound, consistency rates and asymptotic distributions for plug-in estimators, covering continuous IV models and heterogeneous demand, with an application to demand estimation.

It also introduces localized simulation-based calibration, which fits the surrogate once per local design and reuses it across pseudo-observations, evaluated on three case studies including real epidemiological data.

Develops algorithmic statistics over symmetric partitions, the orbit partitions of groups acting on binary strings, treating a partition as a hypothesis and the cell containing x as its model. Under the full symmetric group, cells recover all Kolmogorov models and cheap partitions recover exactly Vereshchagin's strong models; for GL(n,2), linear symmetry is a restricted class that can miss simple structure. A maximal-gap theorem shows any symmetry hypothesis space small enough to search is small enough to miss simple structure.
